Mike Coyne

Mike is a Partner with wide experience in EU affairs. Originally an academic at a Business School, Mike worked for ten years in Brussels on SME policy. Then, for five years, he was managing director of a modern software company in the UK, before joining CSES where he has specialised in the methodology and practice of evaluation and impact assessment, in the areas of enterprise policy, innovation, IPR and the Experience Economy, and various aspects of the Internal Market. Clients include BIS, local authorities and the UK IPO Office.
Michael Gardiner

Earlier in his career, Mike was a partner in Ernst & Young's Economics Group. He specialises in evaluation studies. Policy interests include the internal market, financial instruments and local and regional economic development. He has worked in most EU countries, Central Europe, the Middle East, the US and some far eastern countries. Mike is a Chartered Accountant and has an MA in Economics from Cambridge University.
Richard Glencross

Richard works on projects with a significant legal content. He was a partner for 30 years in Clyde & Co LLP, an international law firm. He has been involved in a number of assignments for DG JUST such as the revisions to Brussels 1 and studies relating to the attachment of bank accounts and the rights of suspects in criminal proceedings. He has experience of handling disputes mainly for commercial clients both in court proceedings and arbitrations and of contractual and civil law issues, fraud and other criminal conduct. Whilst in practice, he handled disputes mainly for commercial clients involving contractual and civil law issues and, on occasion, fraud and other criminal conduct. He dealt with all levels of court proceedings as well as arbitrations and mediations. Much of this work had an strong international element arising from cross-border transactions, bringing with it complex jurisdictional issues and the frequent need to collaborate with lawyers from a wide variety of legal systems.
Philippe Portalier

Philippe works as a senior expert on projects with both a legal and technical content. He was Director for Better regulation, compliance and standards after 22 years carrier in Orgalim, the European technology industry association. He has been previously involved in a number of assignments for companies, trade associations, European, national and regional authorities in France and other clients. He has contributed to the “Evaluation of Internal Market Legislation for Industrial Products” (2013); the comparative study on conformity assessment procedures in the mechanical and electrical engineering sectors in the EU and the US (2015 and 2017); the study supporting the evaluation of the EMC Directive (2020); the impact assessment on increased protection of Internet-connected radio equipment and wearable radio equipment (2019). He has also recently worked on the issue of the substantial modification of a machine following the incorporation of an Artificial Intelligence module connected to the Internet. He holds an MA and BA in Commercial Law, EU law and industrial property law. He speaks native French, fluent English, good German and fair Italian.
Malin Carlberg

Malin has more than 7 years’ experience of impact assessment and evaluation studies. She has more than 12 years’ experience in Science & Research policy and she has undertaken work in this area covering the UK, Ireland, Nordic countries, the EU, USA, Africa, Australia and New Zealand. Malin also works in other policy areas including innovation, industry, employment, culture, and higher education.
She has undertaken studies of policies and programmes for the European Commission, including DG RTD, DG EAC, DG ENV, DG REGIO, and DG GROW, and for the European Investment Bank and the European Parliament. Malin has also carried out assignments for national ministries in e.g. the UK, Ireland, the Netherlands, Denmark, Norway and Sweden. Malin holds a MA in Global Political Economy from the University of Sussex and a BA in Political Economy from the University of East London.
Anna-Maria Krarup

Anna-Maria is a senior consultant at CSES. She worked in Brussels for 15 years, first as an external consultant on a variety of EU programmes, before working in the Europe Aid Co-operation Office. Since joining CSES in 2004, she has undertaken a wide range of evaluations and impact assessments across a broad EU policy spectrum.
Specific specialisms include: enterprise policy, education and training, employment, justice and health & safety. Anna-Maria studied business administration at the Copenhagen Business School and also holds a degree in translation.

Mark Whittle

Mark is a Partner with 23 years' experience in carrying out evaluations and impact assessments across the policy, programme and legislative lifecycle. He has expertise in evaluating whether legislation is working efficiently and effectively and has undertaken evaluations to assess regulatory fitness for purpose.
Policy specialisms include: industrial competitiveness, SMEs and entrepreneurship, research and innovation policy, technology transfer, the single market and Union harmonisation legislation, cohesion policy and economic development. He also has expertise in evaluating access to finance for SMEs and broader financial instrument schemes. He has worked on assignments for the European Commission, European Parliament, World Bank and national and regional authorities. UK government clients include BEIS and the DIT. Other clients include ACAS and the EHRC. He has a first-class degree from Swansea University and speaks fluent French and Italian.
James Rampton

James is a Partner at CSES having joined in 2013. He has led many evaluations, impact assessments and other studies for the European Commission DGs (including EAC, CNECT, EMPL, GROW), the European Economic Area (EEA) and UK clients.
James has strong methodological expertise as an evaluator, with a particular specialism in cost-effectiveness analysis. Prior to joining CSES in 2013, James worked for Ecorys (formerly ECOTEC) in Birmingham for 13 years. James also gained 5 years' practical experience of urban and coalfield regeneration whilst working in local government in the East Midlands. He studied Economics at the Universities of Nottingham (MA), Kent (BA) and Réunion (Erasmus exchange year).
Jan Smit

Jan is a Partner with over 20 years' consulting experience. Jan was formerly with the Economists Advisory Group (EAG) and subsequently Ernst & Young’s International Location Advisory Services (ILAS), London.
He has carried out assignments for public and private sector clients in location consulting, economic development, inward investment, access to finance, regional and local economic development in the UK and many other parts of the world, and worked on and led many major pan European evaluations and impact assessments for the European Commission. He has a MCom (Economics) from the University of Stellenbosch and a MBA in International Business from Henley Management College (University of Reading). In addition to English, he is fluent in French and Italian, and is a native Afrikaans-speaker.
James Eager

James is an Associate Partner at CSES. He has 8 years’ experience managing and conducting evaluations, impact assessments and other public policy research projects for European and UK public institutions. Primarily, this has included the European Commission (including DG CONNECT, DG JUST, DG HOME, DG MOVE, DG GROW, DG RTD), the European Parliament (LIBE and EMPL Committees, European Added Value Unit) and UK public institutions (including Ministry of Justice, Equality and Human Rights Commission and Public Health England).
James has particular interest and expertise in technology and digital policy, with a particular focus in cyber security, data protection, artificial intelligence and the impacts of digitalisation, as well as the areas of justice and home affairs, research and innovation and transport. James holds an MSc in Information Security from Royal Holloway, University of London and a BSc in Biological Sciences from the University of Exeter.
Marta Dimauro

Marta is a Principal Consultant at CSES with over 6 years’ experience in public policy research, evaluation methodologies and stakeholder engagement in the EMEA area.
She has experience in managing and conducting evaluations, impact assessments and other research projects for the European Institutions and Agencies. Her fields of expertise include: EU science, research and innovation policy and programmes, financial instruments for innovation, digital transformation and governance of new technologies (for instance AI, blockchain), migration policy and funds. She is also experienced in organising and managing EU-wide stakeholder consultations and outreach events.
Before joining CSES, she worked for EY where she assisted Public Policy Leaders in developing and executing stakeholder engagement strategies on issues related to long-term value creation, technology and innovation, corporate governance and sustainability.
Marta holds a MSc in Economics and Management of Public Administrations and International Institutions from Bocconi University (Milan, Italy), a specialisation in European Affairs from the Paris Institute of Political Studies and a BSc in Politics and International Relations. She speaks Italian, English and French.
Rocio Salado Egido

Rocio is a Principal Consultant with over 20 years’ experience in carrying out impact assessment and evaluation studies in different fields, such as consumer protection, industrial and environmental policy. She has worked on assignments for the European Commission, UK national government and other regulatory authorities as well as international organisations. She is experienced in conducting cost-benefit analysis and has produced guidance and provided training on socio-economic analysis in the field of risk management.
Before joining CSES, she worked for a local authority in the Community and Environmental Services Department and was also a technical director of economics in another UK-based consultancy.
Rocio holds a MSc in Environmental Policy and Sustainability, from Cardiff University, and a first degree on Economics, from the University of the Basque Country, in Spain.
Rocio is a native Spanish speaker, and she is fluent in English.
Andrew Sikorski

Andrew is a Senior Consultant at CSES. In his role, he conducts evaluations and impact assessments for public sector clients in the UK and Europe. He has a background in public policy, regulatory affairs and stakeholder engagement, and has worked in both London and Brussels, including at the European Commission. Prior to joining CSES, Andrew worked at a consultancy in the technology field, where he advised a number of companies on their public policy and market access strategies across the globe.
Andrew holds an MML in French and German from the University of Manchester and an MA in European Studies from Maastricht University.
Trinley Walker

Trinley is a Senior Consultant at CSES, having joined the team in May 2023. Since joining CSES, he has contributed to an ex-post impact evaluation for DG REGIO, as well as an evaluation of the Solicitors Regulation Authority’s regulatory reforms.
Prior to joining CSES, Trinley worked as a Policy Advisor at the Work Foundation, a think tank which undertakes policy analysis across a range of key labour market issues. In this role, Trinley authored and co-authored a number of reports across topics such as, variance in occupational opportunities for training, the skills needs of low carbon businesses and the role of employers in supporting worker wellbeing during a cost of living crisis. Trinley has also worked in policy research roles focussed on public service reform and housing. Additionally, Trinley held a policy role at the Department of Environment, Food and Rural Affairs, where he worked within a team tasked with the transitioning of UK-EU trading arrangements relating to food and veterinary products. He holds a BA from the University of Essex and an MSc from the University of Amsterdam, both in Political Science.
Christine Stedtnitz

Christine Stedtnitz is a Senior Consultant at the Centre for Strategy and Evaluation Services (CSES) with over 10 years of experience collecting, processing, and analysing qualitative and quantitative data for research projects in various European countries. She joined CSES from the London School of Economics and Political Science, where she taught comparative politics. Prior to that, she taught political analysis at the University of Essex. Christine has worked with academics from across Europe, conducting research on a wide range of topics in political communication, political psychology, and behavioural science. As a researcher, she has investigated topics like economic disadvantage (and how that affects media consumption or tolerance of false claims from sympathetic leaders), fact-checking (and how easily confirmation bias leads us to disregard even the most compelling evidence), political debates (and what makes them fail or succeed), and policy decisions under uncertainty (and why quantifying uncertainty about issues like covid vaccines and being open and transparent about it is a winning strategy for governments).
Since joining CSES in the summer of 2023, she has been working on a study on covert interference in EU member states commissioned by the European Commission’s Justice and Consumers directorate general (DG JUST) as part of the Defence of Democracy package, and a study on improving budgetary control and fighting fraud and corruption commissioned by the European Parliament's Committee on Budgets (BUDG). Christine holds a PhD in Government from the University of Essex.
Adam Humphreys

Adam is a Senior Consultant at CSES. He has 6 years’ experience in high-level academic research, focussing upon cultural relations, soft power and EU-level policy analysis with a mixed-methods, interdisciplinary approach. Having joined the firm in 2022, he conducts research relating to policy evaluation and contributing towards assessments of best practice and processes for Public and Private institutions for public sector clients in the UK and Europe. His main areas of interest include social reform, cultural development, education, securitisation and migration.
Before joining CSES, Adam completed a Ph.D. in History and Civilisation at the European University Institute (EUI), during which time he chaired and presented research working groups, worked as a departmental representative, and contributed to conference panels on best practices for inclusion and equality in Higher Education. Alongside this, he also worked as a Research Assistant at the European University Institute and the University of Warwick’s School of Political and International Studies, respectively. Adam holds a Masters in Research (MRes) from the EUI, a Master of Arts (MA) in Interdisciplinary Medieval Studies and a BA (Hons) in History from Swansea University. He has strong research experience in Italian literature and archives, as well as a working knowledge of French and Spanish.

Loïc is a Consultant at CSES with over a year of experience working on public policy evaluations and research on industrial supply chains (sourcing of raw materials).
He joined CSES in May 2023, supporting research for the evaluation and fitness check of the MID and NAWI-D for DG GROW. He is also contributing to a final evaluation of the EIP and an ex-post evaluation of COSME, for DG GROW as well. For other clients, including the European Parliament and DG COMM, Loïc is researching the effects on businesses of the ‘One In, One Out’ principle, and the well-functioning of the pilot project ‘Building Europe with Local Councillors’. He has also contributed to various tender proposals for evaluations and impact assessments, including background and methodology parts. Before joining the firm, Loïc was a commodities reporter in London. In June 2022, he graduated from the Université Paris 1 Pantheon-Sorbonne with a Master of Applied Economics and Public Policy. Before that, he obtained a Master of Arts with Honours in Philosophy from the University of St Andrews, Scotland. Loïc has experience in carrying out desk research and qualitative and quantitative analysis (including in Excel and R). He is a native French speaker, fluent in English, and has a conversational level of Mandarin Chinese.
Wiktor Magdziarz

Wiktor works as a Consultant at CSES. Beyond his experience in consultancy and evaluation, he is also experienced in academic research, particularly around institutional dimension of social policy, multi-level policy development, and international migration and migrants’ employment. He has been presenting his research in major conferences for migration researchers in Poland and Abroad and published the results of his studies in academic literature. He is also a student of the MSc International Social and Public Policy course at the LSE (research stream), where he has been receiving training in policy research methodology.
At CSES Wiktor contributed to a wide range of projects, focusing mostly on local governance, human rights, R&D, and international migration. Among others, he was involved in the development of the scenario-based strategy for Fundamental Rights Agency, evaluation of Partnership for Good Governance Programme (II) for the Council of Europe, assessment of educational needs of the Hongkongers who settled in the UK based on BN(O) visas, evaluation of British Council’s International Collaboration Programme (ICP), or research on mobility flows of researchers in the study on Marie Skłodowska Curie Actions (MSCA) programme.
Raised in Southern Poland, Cracow, beyond operating fluent English, Wiktor is a Polish native speaker.
Laura Granito

Laura is a Consultant at CSES. She has an expertise in economic development and inclusive and sustainable development practices. She graduated from the London School of Economics and Political Science with an MSc in Development Management, with a specialism in Applied Development Economics. She has a background in Philosophy, Politics, and Economics, with a major in Economics and Econometrics, thanks to her BA pursued at the University of York. In addition, Laura has interned at the Institute of Economic Affairs in London, collaborating with the EPICENTER networks of think tanks across Europe. She previously worked as a student consultant with the International Governance & Risk Institute (GovRisk) and finally she was in charge of directing the UK branch of FFIPP EUROPE, a human rights NGO in Palestine/Israel aiming to enhance international cooperation at an academic level. Laura is capable of delivering detailed qualitative and quantitative analysis both through secondary research or regression analysis through STATA and OxMetrics.
Laura is fluent in Italian and English and has a conversational level of French.
Lisa Ensor

Lisa is an experienced project assistant with over 25 years’ experience. Joining CSES in September 2015, she previously worked for Ecorys UK Ltd for 19 years.
Lisa has provided extensive project support to studies conducted for both UK and European clients. Through her work, amongst other tasks, Lisa has provided support with the management of online surveys, event organisation, research support, presentation of deliverables.
